Overview of the RAMP Programme in Puducherry

The Raising and Accelerating MSME Performance (RAMP) Programme is a flagship initiative of the Ministry of Micro, Small and Medium Enterprises (MoMSME), Government of India, supported by the World Bank, to strengthen the Micro, Small and Medium Enterprises (MSME) ecosystem across the country. The programme aims to improve market access, enhance competitiveness, promote digital transformation, encourage sustainable business practices, and strengthen institutional capacity for MSME development.

In Puducherry, the programme is being implemented through the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC), the State Nodal Agency responsible for coordinating, monitoring, and facilitating implementation. Under the programme, Puducherry has been allocated ₹31.98 crore as Central Assistance and ₹10.26 crore as State Share for strategic interventions designed to accelerate MSME growth, productivity, innovation, and sustainability.

RAMP means Raising and Accelerating MSME Performance. It is a World Bank-supported Central Sector Scheme of the Government of India, implemented by the Ministry of MSME to improve the performance, competitiveness and market and finance access of MSMEs.
The official RAMP FAQ states that Udyam/UAP registered MSMEs are eligible to participate. Particular interventions may have additional eligibility, screening or shortlisting conditions.
The approved RAMP outlay is ₹6,062.45 crore, including ₹3,750 crore (USD 500 million) as World Bank financing and ₹2,312.45 crore as Government of India counterpart funding.
RAMP interventions cover areas such as access to finance, market access, technology and digitalisation, greening, skills and capacity building, competitiveness, institutional strengthening and Centre–State linkages.
The programme aims to strengthen the MSME ecosystem, improve competitiveness and productivity, enhance access to markets and finance, promote technology and digital transformation, encourage sustainable business practices and strengthen institutional capacity.
RAMP is funded through World Bank financing and Government of India counterpart funding. Specific financial assistance to MSMEs depends on the particular intervention or programme and its implementing institution; RAMP should not be treated as a general loan approval scheme.
MSMEs interested in RAMP should reach out to the concerned implementing agency, State Government or programme website for the applicable intervention. For programmes listed on this dashboard, use the Upcoming Events section and follow the registration option provided.
There is no single application deadline for every RAMP intervention. The closing date, if applicable, depends on the particular programme or intervention. Please check the relevant programme notice before applying.
RAMP participation is intended for eligible Indian MSMEs covered by the applicable Government of India MSME framework. Specific intervention eligibility should be confirmed with the concerned implementing agency.
All the States / UTs are participating in the Programme. They were supported to prepare the Strategic Investment Plans (SIPs), which outline specific interventions at the State and Union Territory levels. The Ministry provides gap funding to select projects.
